Who did the experimental typography for this public toilet?

I recently moved to a new suburb and spotted this very creative and somewhat experimental typography on a public toilet at my local park. Seeing this gave me hope, that within the constraints of local government and the public furniture industry, there's room for a graphic designer to flex their creative typography. I'd love to know who designed this.
